It's the thing that determines how much effort your putting in a match and each action increases the APM but however if in the next minute you do less actions the both APM results for each minute (lets say 1st minute of the game and the 2nd minute of the game) will be calculated by a simple as this: ex in the 1st minute; 72 | and in the 2nd; 20 | now take both results and make a sum out of them then the S is devided(/) by 2 and you get the average APM you got in those 2 minutes. Hope it became clear.
EDIT: oh and for me it's important to get out as much APM(and useful ones) as possible during each minute

(not all the time at least) but it means that the user is trying to give out as many orders to other units as possible for example professionals in sc2 use micromanagement which helps them be way more effective in battles/out of battles by focusing on a particular task which could make the difference. Same goes for macromanagement which is as important as the micro one. Anyway it does not mean low APM players are weaker than high APM ones. The high APM players can make serious mistakes instead. So it really matters how well your deciding the next order will be.

Unless someone is simply spamming rightclicks to make a group of units go round in a circle, a high APM usually means the person is doing alot more at one time, such as queuing a new unit as soon as the first is done as compared to perhaps 10 seconds later as one with lower apm might manage. Those with higher APM generally also respond to threats and such quicker, which does make a difference. While it might not win the game, a higher APM usually means a higher chance of winning.
Oobsvr, the only hotkeys are those listed in the bottom right grid when you select a unit, there are no hidden ones, unless you count those not so obvious ones like W to select all warpgates, which while not listed in the grid, is still shown in game.

Yes I know what you mean, but IMO, more/less effort to win is a division of "processing level". Just like programming, would you say 10 lines of code is better than 1 line of code if they both have the same output? Or, in a boxing game, Ali KO Tyson in one blow while Tyson have 10 hits land on Ali, what will you say? These are imaginations of course, but they are just exactly what I think.

When you get great sense of game, timing, makro, mikro , multitasking you get high APM by default.
About your programing example, quite often you use more lines of code that necessary to make code more clear, flexible and so on. Some ppl prefer spaming from the beginning when there is not too much to do because it help them to keep up when they will need high APM.
I watch streams of guys who spam keys all day long and whack on their keyboards like moronic crackheads or retards trying to keep their APM up.. I try to avoid these streams, it's annoying as sin to listen to and watch. These guys with high APMs and worn out keyboards also are no better than many of the guys I watch with very low APM compared to these spammers.. Like 30APM instead of 150 APM often wins.

I think the higher the rank, the more APM can matter, but I still know for a fact that it doesn't win games. Effective builds, proper counters, and good scouting wins games.

In winning a game with as low APM as possible, sure, it might make it a more fun challenge. However, with such a mindset, it might simply not be possible to win if you deliberately limit your APM. The trick is being able to support a high APM when needed, especially during fights or skirmishes, not just aiming for as low an APM as you can possibly go for. Furthermore, I don't see any reason you should even try for a low APM. A higher APM allows you to manage more things at once if used well, which makes you a better player in general. When I taught my friends how to play SC2 at first, I went really easy on them and found that when I tried to play in the leagues again, my skill actually diminished, so no, i wouldnt try to go for a low APM game.
