If you are still getting a "file not found" error even if UAC/anti-virus/firewall are off, then the problem lies with the folder privileges of your sc2 installation. For example, if you are running Vista and have sc2 installed in program files, that may be the problem. I re-installed in the C:\Users\Public\ folder and the problems went away. If you don't want to go to that extreme you may be able to fix it by changing some folder settings.
